1. Welcoming Remarks

Education is one of the core components of human wellbeing. According to the 1948 Universal Declaration of Human Rights everyone has the right to education, and it should be free, at least in the elementary stages. In the United Kingdom, the social solidarity engendered by war and coalition government led to the 1944 Education Act providing for free schooling in England and Wales up to and including the secondary level and a separate 1947 Education Act in Northern Ireland introduced similar provisions. But education is also an agent of empowerment, central to the development of the individual as well as the nation. Thus the consequences of free secondary education in the UK as a whole included not only greater opportunities for disadvantaged groups, but also a greater awareness among them of continued inequalities and injustices. In Northern Ireland, where major barriers to participation and fulfillment were placed upon the Catholic minority by the Protestant ascendancy, free education fueled challenges to discrimination and persecution, culminating in the Civil Rights Movement inspired by a similar process in the United States. This important work by Irish academic, author and filmmaker, Maurice Fitzpatrick, consists of interviews with global figures with first hand experiences of educational change and the "Troubles" in Northern Ireland.

1. 환영의 글

교육은 인간 행복을 위한 핵심 요소입니다. 1948년 국제연합(UN)에서 채택한 세계인권선언(Universal Declaration of Human Rights)을 통해 국제사회는 어느 누구나 인간으로서 교육을 받을 권리가 있으며 무상 초등 교육이 반드시 보장 되어야 함을 다시 한번 확인하였습니다. 이 같은 맥락에서, 전쟁을 겪으며 다져진 사회적 연대를 바탕으로, 영국의 연립정부는 1944년에 중등교육까지 무상으로 지원하기 위한 의무교육법을 일찍이 수립했고 이로써 잉글랜드와 웨일즈 지역 내 모든 국민을 대상으로 한 의무 교육이 실시되었습니다. 변혁의 물결은 여기서 멈추지 않고, 1947년, 비로소 북아일랜드에도 이와 유사한 권리를 보장하는 교육법이 제정되어 의무 교육 혜택이 대폭 확장 되었습니다. 이러한 역사적 경험을 통해, 우리는 교육이 권리신장의 수단이자 국가와 개인의 발전을 위한 필수불가결한 가치이며 원동력임을 다시금 깨달았습니다. 뿐만 아니라, 영국의 중등의무교육은 소외계층에게 새로운 기회를 제공하는 동시에 사회적 불평등과 불의에 대한 인식을 높이면서 계몽적, 선도적인 역할을 수행했다고 평가 받고 있습니다. 특히, 북아일랜드에서는 개신교도들이 소수 카톨릭 신자들의 사회적 참여와 자아 성취를 가로 막고 있는 상황에서, 의무교육이 실시된 이후 박해와 차별을 당하고 있는 사회적 피해자들이 강력한 저항의 목소리를 내기 시작했습니다. 이와 같은 역사적 배경을 그린 아일랜드인 작가이자 다큐멘터리 감독인 모리스 피츠패트릭 (Maurice Fitzpatrick)의 다큐멘터리를 여러분께 소개합니다. 본 다큐멘터리는 북아일랜드 교육 개혁의 역사와 그 성과, 그리고 이와 맞물린 북아일랜드의 정치적 갈등을 직접 체험한 유명 인사들의 생생한 경험담을 담고 있습니다.
